I just replaced mine a couple weeks ago, and I have an airbag.
I was able to reach the top screw, but I think the way I did it was to loosen the screws on the other side -- the turn signal stalk. The upper screw on that side is easier to reach. Once you do that, you can move things around a bit to reach that upper screw.
I didn't have to remove the steering wheel at all. It's just not necessary for this. Just be careful, don't pull hard on anything. Carefully pull out all of the wire bundle attached to the cruise stalk. Once you have it all hanging there, it's easier to see how the bundle is connected. The factory seemed to have it routed in such a way that it first appeared to be routed around something inside there, but eventually it all fell out nicely.
