Don't clamp the fuel lines, people have broken them doing that. You can pull the fuel pump fuse with the car running to relieve the pressure in the lines... that may help with the amount of gas that comes out.
Anyways I left the fuel filter clamp on so the filter wasn't swinging around and did the input side first. I used an adjustable wrench on the one side, and a socket on the other using my big tourque wrench (it's three feet long) That's the only way I could get enough leverage to break the bolt loose. Same on the other side except I had to take the filter off of the car to get to it. I supported the filter on something so that it wasn't swinging on the fuel line.
Just keep trying and you'll get it. Bad part is fuel in your hair, eyes, etc.... :-).
