Disconnecting and plugging the p.t. hose is a low end boost modification, limiting the engine to only rely on the knock sensor, wastegate and pressure kill switch to monitor potentially dangerous boost pressure levels. The result is usually a jerky (from the wastegate popping open and shut) higher boost performance. Then as the engine warms up and the knock sensor begins sending signals, the boost results are even more jerky.
You mentioned a higher than normal resistance reading of your p.t. (85, right?) as well as the normal 10 - 14 as per spec. A higher reading while the engine is operating at the lower levels would effect the low end performance as you've described by creating a dead spot. Sounds like an intermittently fouling p.t. You can test the p.t. without using air pressure by using a thin metal probe of some sort. I believe I used a straightened paper clip. Just push it on in there against the metal piston end. You'll see that it doesn't take much pressure to effect resistance readings. The important thing in your case is to see how it resets itself without pressure. Time after time it should reset to the 10 - 14 ohm range. Perhaps a good shot of a light lubricant in there along with some simulated pressure on the piston end with the metal probe might loosen it up. A basic cleaning.
