Yes, an intercooler problem could reduce boost, but to keep you from having *any* boost would take a pretty big hole. You aren't going to lose all boost with just a pinhole or even a small vacuum hose having fallen off. And since such a hole would be open to the air, you'd have a massive vacuum leak which would make for a lousy idle.
Here's a silly question - what's the status of your Hooter(turbo bypass) valve. You shouldn't be able to pass air between the fat tubes with the thin tube off. If the bypass valve were stuck in bypass, you'd get no boost.
