Is it because your aren't getting enough boost? If you haven't checked your base boost and don't know what it's running at ( 5 to 5.5 I think ) you might want to try that first. My reason for saying this is many different turbos from different years have different setting's. Also, if the actuator rod is unhooked it's easy to change the setting unknowingly. I've changed a few turbo's on my 86 SPG, and immediatly I check the base boost. Of course it's best to check and change it when you've done a tune up so you know everthing is in healthy order.
In turn, If it's too low, just a few turn's to bring it back to stock setting and you've saved yourself a few bill's.
If your looking for a performance upgrade try Trent or SPG9.
I know that on an oil cooled turbo, you can change the wastegate w/o removing it. I assume it's the same on a watercooled. The one issue is one bolt from the oil return line is in the way, so take it out and your set. Hope this help's
