The engine is designed to run anywhere from 0 to 6000rpm, all day and all night. Keep in mind the sell these cars in places like Germany, where there are places without speed limits - people travel at 100+mph for hours on end.
The "green" area on the tachometer supposedly corresponds to the best fuel economy and not much else. Revving above that area is completely alright, and probably *should* be done to help keep carbon deposits from forming... Often-times "babying" a motor is worse for it than beating the snot out of it. :)
In my experience, you probably want to be shifting, under normal circumstances, between 3600rpm and 4000rpm. That will put you at about 3200rpm after the shift, which is near the car's torque peak. That should be the sweetspot between good fuel economy and good performance, and prevent the engine from lugging along at too low a speed.
Alternatively, you can take Saab's advice: Floor it during acceleration to minimize pumping losses, and only shift through gears 1, 3, and 5 to maximize fuel economy. They did a study on this several years ago, and they found this method best for gas... Hmmm...
