to rent a welding rig, you could probably get the job done at a shop.
My old (now gone) 900 turbo rusted in that same exact place. I took it to a local exhaust shop, and they cut about 4 or 5 inches off the end of the downpipe, inserted and welded on a new section of pipe and a new flange, and bolted the new flange to the cat.
For that, they charged me about $50 or $60, iirc. And it took em about 20 minutes. Compare that to the time and money to go rent the welder, buy the materials, jack the car up, crawl around under it, return the welding rig, etc.
In my case, the rest of the exhaust system was in good shape, it was only that one flange that was rusting off. So, replacing the whole thing would have been a waste of money.
