RPM Hunting (mostly at warmup)

I've had my '88 900S for about 6 years. It has almost 174K miles on it. I love this car. Ever since I had it, though, it tends to hunt around between 800 and 1200 RPM when not moving. It is worse at startup and the first few minutes. But even after it's warmed up, it'll do it. Whether I'm in neutral or sitting still in drive at a stop light. The odd thing is that if I am in neutral and it's doing it, I can put it in drive and it will stop. If it does it in drive while sitting still, I can put it in neutral and it will stop. From my electrical engineering days, it seems like the control system has an instability that is fixed by changing the load point.
I posted a long time ago about this, and the most common answer was that the vaccuum tubing was leaky. But, I was lazy and never looked into it. Now, I'm really having fun fixing up the various parts of the car, so I want to look into it again. But after 6 years and almost no change in the behaviour, I tend to believe it's electronic and not vaccuum tubing. Any thoughts on what I can look at to figure this one out? It's more of a nuisance than anything else, but I'll consider it a MAJOR victory if I can solve it! Thanks.
