Percy,
Those "tow eyes" are hold downs used for strapping the car in for the boat ride from Sweeden. They are also used on the car carriers as they get shipped around the country.
All their strength is "down" towards the road. They weren't designed to be strong in a "forward" direction because they don't have enough shear strength.
It's quite possible the hold downs can fail in a towing situation. I wouldn't do it. A two-wheel dolly is a better bet.
