Portland rarely gets snow - maybe once a year - but Randy is correct, you'll need snows and/or chains to venture up to Mt. Hood or over to the coast in winter. Unfortunately, a lot of people put their studded tires on on November 1 and leave them on until April 30. So we have a lot of rutted roads. Beware. Having good rain tread tires is probably more important than snows. It rains a ton here, so make sure your wiper blades, tires and headlights are all up to snuff. Portland is very hilly, so getting around in even a light snow is tough...unless you drive a Saab, of course! But, we have a lot of transplants from So. Cal. that don't have much experience driving in the snow, so the real hazard is not the elements, but your fellow motorists, when it snows. Fortunately, public transit is great here, so the best thing to do is to just park it and take the bus or train. You can get great real-time road info at Oregon DOT's website (below).
There's a good indie Saab/Volvo mechanic out in Tigard, T. Scandia (see the mechanic's page on TSN for details) and a great dealership on the Eastside - Garry Small Saab.
Have fun in Portland. I'm a native, so I'm biased, but it's one of the best cities in America. This coming mainly from East Coasters. There are a lot of former New Yorkers and Bostonians here...they seem to fit in well. People are friendly. There are coffeehouses and microbreweries galore, great restaurants, etc. If you're a sports fan, it's a bit of a drag. We have the most-arrested team in the NBA - the Jail Blazers. AAA baseball, college football, junior hockey. Not great. Portlanders are more "doers" than "watchers" when it comes to sports. Lots of bicyclists, hikers, windsurfers, skiers, rock climbers, etc.
