I've had the same problem on my 88 (rear E brake). In my case and on my other cars as well, was not the cables but actualy the lever on the caliper itself was frozen up. If you live in a cold climate and just had some rain and those brakes got wet, the water will freez up overnight. Resulting in the Ebrake lever freezing open. I have cured this problem in 3 ways:
1. using a long flat screwdriver, reach under and pry it open (sometimes only one side will freez) 2.pour some warm water over the lever. 3.as a last resort, drive around the block untill the calipers warm from up the friction caused by the sticky brake (this is not a good thing for many reasons. You'l know when it gives by pushing the car a little till you feel it roll. Just don't lay behind the car on a hill like you mom said . . . This worked for me. When you free it, shoots some oil over it to stop it from freezing again. WD40 will not work for long as heat will evaporate it's properties. . . . workes for me!! . .and my friends
if not, try adjusting the cables before you replace them . . . .
