You can replace the contact ring yourself. Make sure you disconnect the battery before doing any work so you don't set the airbag off. Problem is, you won't be able to shut off the SRS light yourself, this has to be done by a dealer or an indie with the right computer gizmo.The airbag system won't work while this light is flashing. So it's almost a draw at this point- you have to bring the car to someone anyway to get the SRS system reset so you might as well let them do the ring too (it's not a terribly fun job either). On my car, I removed the light bulb from the instrument cluster- out sight, out of mind.
Your window problem: Sounds like it needs some lube. Take apart the door and grease up the mechanism, and ever so sparingly put some grease on the glass near the edges (you could prob. use silicon spray too, if the thought of grease on your glass disturbs you.)
