Upper Radiator Hoses

I was replacing the 90 degree coolant hose today. This is the one that the coolant uses to exit the front of the engine. Anyway, while doing the job, I noticed that the upper radiator hoses were wet as well. Looking at it more closely, it looks like either the hoses are weeping at the A/C shutoff valve or the gasket for the A/C shutoff is leaking. Either way, the hoses are all wet. My question is whether or not it is common for the pipe itself to leak, or if it is more likely that the gasket is old? My A/C system hasn't been working since '96, so I probably don't need the switch, but I'd like to repair it properly. I guess I'll change the two upper hoses and the gasket. Anything else that I should look for at the gasket?
