Sometimes the charcoal canister in the front left (driver's side) part of the engine bay (outside of firewall) can be the cause. The canister has a plastic part below the lid, and if it's not all sealed up real well, etc, this can make for trouble.
Since it is a real PITA to get to the canister (under APC, etc), my suggestion is to remove the vacuum line to the canister, and plug it up (the vacuum line). Drive the car for a week this way, and see if the smell dissipates. If it does, consider (1) fixing the canister (often a matter of re-seating the parts on the top; or (2) getting a new canister.
Others will tell you not to worry about disconnecting the canister for the long haul, but I think we owe it to the world to do what we can to avoid polluting the atmosphere, so definitely hook the canister back up once you're through with this procedure.
