The shaft had been bent, so I needed to straighten it. Motor has built in thermal fuse, so if motor is stuck/drawing too much current, it trips and you have to wait for it to cool down. So with mine, the headlight wiper would swing a small arc and then stop. E-mail me if you need help with the taking apart...
