the spec is 850 rpm =/-. I wonder if your throttle position switch is broken and your idle is being set by the setscrew. I would check the tps for continuity between pin 1&2 at idle. Set base idle(see BBfaqs). Also clean out the throttle body and butterfly with carb spray and an old toothbrush. Clean out AIC with carb spray and wd40. Look for vacuum leaks anywhere after AMM. Check output of connected O2 sensor. It should fluctuate between 1.0 and 0.0 volts, 50% above 0.5 volts and 50% below.
