To remove the rubber weather strip just drill through the center of the rivets. They pop right off. When reinstalling the strip you will need to have a pop rivet gun as well as the proper size aluminum rivets. It's a cheap tool and I'm sure you'll find future uses for it ;).
POR-15 is the best. Go to the website and read up. It's essential to remove all of the rust (or most - dremmel and wire brush drill bit are helpful) and then treat with a rust converter, primer then good paint - as per the directions.
Chasing rust is a maddening process, but the door bottom inside is a good place to learn the basics in a low visibility location. Also, make sure that the drains in the door bottom are clear. I've poured POR in my door bottoms to neutralize any rust within as well.
