Some pads, like metalmasters, give a firmer pedal but not rock hard. It is also possible to get a hard pedal if the rear brake calipers are adjusted too tight.
If you can test the power brake system before you buy the car, I would. With engine off, pump the brake pedal 15-20 times. Then the pedal should get rock hard. While holding pressure on the brake pedal, start the car. You should feel the pedal drop and "soften" up somewhat. If this doesn't happen, something is wrong with the power brake system, and this could be expensive because of the ABS brake system. If it's OK, you might just prefer softer pads or need to adjust the rear calipers.
Stiff steering, especially if lumpy is often due to a stiff lower steering u-joint. This can be loosened up with some penetrant and heat from a hair dryer. This ujoint is accessed from the cabin down where the steering column passes through the firewall. Just pull up the boot and you will see the joint.
