I checked rubber boot where steering column exists firewall and that looked good. I didn't check shift rod exit. (I'm not sure where it is.) But I could sort of tell from water lines in foot well where water came from. I found almost no rust under car. Where I saw little patches, mostly from scrapes from road, I applied some Penzoil marine rust inhibitor (It's a waxy foam, recommended by several people, although you have to reapply a couple of times a year.) I don't know for sure if I got all leaks, but I got all I could find. I have a feeling I'll be checking for moisture in driver foot well, where rubber pad is ripped and moisture comes through, every once in awhile. The car is 15 years old, 150,000 miles and I use it for transportation in rural Maine, so I've resigned myself that it won't last forever. Too bad, I love it and it is in great shape at the moment.
