Try diagnosis with a proper DVM. 'bars' are places for getting a beer, volts tell you something. The O2 sensor should fluctuate between ~0.2 to ~0.8 V with an average of 0.5 at idle and part throttle. At WOT, it should be solid ~0.8V as long as you hold the pedal down. ALso, make sure that you have a good ground. inspect the one on the tranny front cover to the battery. As for diagnosis of your new toy (A/F meter), see what it reads with a ground connected to teh battery negative vs where you have it connected now. The engine lift point is the ground point for the LH. I'd make sure that you have a good, clean ground here as well.
