86 turbo revs up slowly

I bought an 86 turbo with 180k a few months ago for $300. The car did not run when I purchased it as the fuel pump was missing and the fitting at the pump was broken off the hose. I replaced the pump, repaired the line, changed the plugs and got the car running. The car idles well, but revs up very slowly both under boost and at idle. I noticed that there is a shiny new fpr under the hood and that someone replaced the amm with reman. one. I also checked the ignition timing, reset it to 16*btdc (was at 5) and that didn't make a difference. I did notice by mistake that when the ignition timing was advanced to 25*btdc the car revved up much quicker. With the O2 sensor unplugged the car still runs the same. The only 2 things I can think of are a clogged cat or the cam timing being off. Can anyone think of any other possibilities? I suppose I should do a compression test and check the fuel pressure , but it doesn't seem like that is the problem.
