After peeling the fabric off and using a wire brush to get as much of the foam off as I could I used a blow torch on the rest. The wire brush can be a bit rough on the headliner itself so after crisping everything use a 100 grit paper to remove the burnt material.
I used a synthetic material similar to pool felt with no foam backing, had no problems with soak through using 3M 90 but I did have some wrinkling under the sun visors and in the grooves that run alongside the sunroof. Hope this helps.
