The output of the voltage regulator varies. First, it's temperature compensated - higher output voltage the colder it gets. That's because the hotter the battery, the less current you want to shove in. Typically I only see over 14 volts on cool/cold days.

Next is electrical load and engine speed. Higher voltages with higher speed and less electrical load. Yes, the regulator should regulate the voltage (hence its name), but it's only so good. At idle, I'd expect to see voltages in the 13 volt range with reasonable electrical loads - fan on low or medium. Turn on the headlights, fan to Hi, and defroster on, and the voltage should dip into the low 13 volt high 12 volt range (at idle).

If you're getting 14.5 volts at idle on a warm day, what does the voltage go up to at 3000 rpm?

Yes, it may be a new VR, but it could still be bad. And if you boiled a battery over, I would replace it. It will not get better by itself.
