I lived in Canada, where even the Bears got frostbite. The only time the block heater really began to improve start-ups in my 1986 SPG was below -20 Celsius, (-4 F). The only time they were essential was below -30C (-22F). They consume a bunch of electricity, so if you get one set it up with a timer to start working 4 hours before you need the car.

Then Bus you refer to needed a block heater at less cold temperatures because most likely it was a commercial diesel. Diesel engines need to be a bit more toasty before fuel will spontanously explode in them when you crank and create pressure. Below 50F-45F you might consider using a block heater in a commercial diesel.
