Most likely the factory cruise control didn't work because of a vacuum leak - possibly the same leak that is keeping you at base boost. I've repaired several cruise controls over the years that had cracked vacuum hoses -the tricky ones are under the dash - they connect to solenoids on the clutch and brake pedals.
When you removed the factory cruise control, did you remove one of the solenoids in the fender well near it? Don't remember if it is the blue or red cap one, but it has a vacuum line hooked up to it and when the cruise is engaged, it prevents the engine from overboosting. If that is open to the atmosphere now - you will only get base boost. As reiterated by others - check the FAQs on base boost issues - lots of good stuff in there!
PS - Have you been to Road Tested Saabs in Indy? Great independent Saab shop.
