Alternator Support Arm Bolt Covered With Oil

The other day when changing my squealing belts I removed the alternator support arm to change bushings. When I removed the bolt, I noticed it was dripping motor oil. Does this bolt protrude into the block? The belts were oily could this be a source?
On a separate note I had replaced this bushing with urethane. It did a poor job of holding up. It did not rot but it deformed and the opening became warped and oversized. I'm going back with the original robber type.
Any comments or advise about the oil leak will be appreciated....
