I read your post and looked up your previous posts, and noticed that you're a recent contributor to Saabnet (not that there's anything wrong with that!!! Welcome aboard).
Couple of things though that you might want to consider:
1. Buy a Bentley Manual if you don't already have one. Many of the questions you're asking are subjects that are covered in great detail in this manual. Moreover, people in this forum might ask you to refer to particular diagram found in this book when explaining something to you (think of it as the Saaber's bible). It's the best 40 bucks you'll spend. You can get them from most Saab dealers as well as from some of this site's sponsors.
2. As for your car- One place to start might be to give your engine a complete tune up. On the stock Turbo models, the only real thing that you can adjust is the base boost (at the wastegate) not the max boost (unless you have bypassed the APC system). Also, I have noted that you have quickly gotten into rip and tear mode with regards to your car's emission control system. The only thing I'll say about that is: These cars are engineered pretty well to begin with, and quite a bit of thought was given to how the various sub-systems interact while keeping an eye on performance. So be careful, that's all; it's easy to open up a can of worms.
3. Be careful with what you ask of your car with regards to performance. I can assure you that it's possible to tune the Saab engines well beyond their stock output. The questions are: Is the rest of your powertrain up to the task? What about the suspension, the brakes, etc. ? You get the drift. Increasing performance has to be well planned and thought out.
