Heat is the culprit as resistance increases with temp. Before you throw in a new starter, try cleaning all the connections at the battery, grounds, and starter. Also make sure the main red power wire to the starter is properly fastened and not resting against the block.
If non of those free options work, I would put in a new starter. Only takes a couple of hours(first time).
