First thing i would do is see if the temperature guage rises while the car is sitting idle. This is when the most heat is generated since there is no wind going over the radiator to cool down the fluid.
While the car is idling, feel the house that goes from the thermostat housing (described in post above) to the radiator. Feel it when you first start the car and at 1 minute intervals. If this hose gets hot after just a minute or two of idling, then perhaps it is indeed stuck open.
One ther thing i just thought of is to make sure that your fans don't run constantly, they should only run when A/C unit is on or when the temperature rises to a certain point. If your fans were incorrectly re-wired by previous owner, your car would run cooler than it should.
Good news is the thermostats are cheap ($10) and easy to replace. Just need to sure that your seal is good on re-installation and the surface is clean and smooth, otherwise you will get a leak. We'll cross that bridge when we get there after you do the above test and we know better what the problem is.
