I think that you might want to invest in a new meter. If I read your post correctly you had 24.3 volts with the car off. Pretty neat trick from a 12V battery and those 24v headlights must be killer. Or in the words of Edna Saint Vincent Millet...

But seriously you might want to try it on another car, then change the battery in the meter and try it again. The increased voltage during running means it is charging and the regulator fixed it.
