Idle valve on 85 SPG

More on the 85 SPG: Found one problem with the system; had the plugs to the AIC and throttle pot switched! Switched them back, now APC is working, but when I plug in the AIC valve, the idle (with throttle closed) shoots up to 3500! I drove it around the block to see if it would alleviate itself, but didn't. When letting off the gas the rpm's stay way up and come down REALLY slowly. The AIC valve is new, it's resistance is correct, and all wiring is good and putting out the correct voltage. When I plug it in there is a great "whoosh" sound as the air flows through it, but it is sticking open or something. Can anyone help me?
Help!
