1- your ecu will have a bosch # on it, probably 280 000 547. This unit is known to cause problems due to a faulty transistor, disabling the loop to ground. You can search the performance board for transistor and it'll probably pop up. There are a number of other ecus used, mine for instance is a 280 000 580, presumed faultless, but my fuel pump won't run either.
2- the way to get the fuel pump going is to jump fuses 27(top) to 30 (down) in the fusebox. 27 is hot all the time and 30 goes straight to the pump, so if this doesn't get your pump running, it's toast.
I don't think you can skip the ecu, as it tells the injectors to function.
3- I don't understand your question. Drawing current? Other parts you can replace are of course the system and fuel relay. Then there's the matter of ground points. Just for the heck of it, clean them up. Most relevant are the ones on the engine by the AIC and the one on the radiator cross member.
