Get a mity-vac or other vac tester with a guage. This is a too that will save you alot of diagnostic time on this and many other problems over the years. Apply vac to hose going into the pass compartment and see if it hold a vac. If not, the problem is electrical. If not, test individual components and vac lines. Based on my experience with 5 Saabs over the last 20 years, most cruise problems are caused by vac lines or vac components. I've had bad vac lines that pass visual inspection and the blow test. If you're taking off the knee bolster, replace EVERY vac line down there,including the one that runs from the pump, and all other vac lines for gauges and pressure transducer. It's cheap and easy, and removing the knee bolster to replace the one that still seemed OK is a real pain.
