When a $dealer suggests that a large-ticket item on your car is toast, you should immediately RUN the other direction.
I got a $900 steering rack dealer quote fixed for $100 elsewhere, and it ran for another 9 years...
I was testing an 82 turbo for sale, but the turbo did not work either. I suggest you get under the turbo unit and ensure the wastegate rod is still connected. it's held by a cotter pin and if that pin breaks or falls out, your turbo will exhibit the signs you are describing. if that is your case, just put in a new pin and you are golden.

A turbo car with a non-functioning turbo is a road hazard... a 7.2:1 compression ratio does not allow you to maneuver with any sort of acceleration.
Hope it's the cheap fix!!!
