Found fuse with electrical short.... now what?

I have diagnosed the short to be associated with fuse#28, which controls the interior lighting, clock, radio memory, and ant.trig. (from Bently is this last item power antenna trigger?)
Interior Light: I removed the bulb from the interior light thinking that would disable the circuit (don't know if this is the case or not) and the drain was still present.
Clock: doesn't work
Radio Memory: didn't check, but radio is only 15 months old (when i was outside i was thinking this would involve going thru the speaker grill, but i suppose i can remove radio from it's cage from inside the car)
Power Antenna: not installed, replaced with non-power antenna years ago after OEM broke
So is the next step to unplug the radio and see if surge goes away? Was removing the interior light bulb sufficient to check that aspect? Anything else i should check or might be missing (for example, the alarm system is somehow associated with the interior light i think, could that still be the culprit?)
The last repair i did on the car was fixing the clutch pedal and master cylindar yoke (thanks again JohnK), and there are quite a few wires under there in that area... anything obvious in that regard?
