No, the primary latch is the one that seems to be malfunctioning. It is up higher than the safety latch. The cable connects on the back side of the latch too. By the way, did you check to be sure the cable is still properly fastened to the release handle under the dast. It is possible that it came loose on the end. If so, pull with a pair of pliers.
