Sometimes the info in Carfax seems a little flawed. I found this when shopping for my 900. I think if the data they feed on is not 100% pure some odd 'renewals' show up.
As far as the transfers, it could be a dealer or a wholesaler transfering the car to another dealer or wholesaler. If a dealer takes a car in trade and either 1) can't sell it in an alloted time frame or 2) doesn't want to sell it (oddball car for them, old car, etc.) then they often take it to an auction. There are 'dealer's only' auctions and then there are public auctions. There's nothing wrong with the 'dealer only' auctions in principle, this is simply the clearing house for vehicles the original dealer taking the trade-in does not want. If you can I'd try to find out more specific information about those events in the Carfax history. That info should be public record and therefore available if you call the State (at least I would hope they would consider that public record, since Carfax can get it).
