Are you saying that the existing fan has a problem and isn't spinning as fast as it should? You know this for a fact? If that is the case, yes, not enough air being pulled through the front of the car to cool the AC condensor will result in less cool air from the vents. If you notice that the AC blows cooler air while driving along at 30 mph plus, then it is likely the fan is the problem.
