As Justin has demonstrated, it is possible. How much? Again, Justin can help.
Does it make sense? I'll put it this way - if you want the driveability and reliability of the stock turbo for the least investment in time and money, then buy a turbo car.
If you're willing to live with less than stock turbo performance, but a definate step up from a N/A engine, then Justin's LPT approach will work. It won't be cheap and it sure isn't a lazy Saturday's afternoon of work.
OK - that's the work/economic approach. If you're looking for a project, and want to learn about Saabs and Turbos, then do it. Realize that it'll cost more and be more work than simply buying a turbo car outright, but you'll be getting an incredible learning experience.
If you want to own and use a computer, buy one. If you want to learn about how computers work, build one.
