There have been many posts on this issue. The 3/4 yellow is where mine is and I'm told mine is low. The APC will "click" the solenoid when the brake light is on, the cruise is set, or the knock sensor is triggered. This sends pressurized air into the wastegate actuator which pushes open the wastegate. The engine is now in base boost condition.
A fault in any of the systems triggering the APC could be at issue, as well as the APC itself. Get a Bentley manual and test the solenoid, hooter valve. The bentley is very detailed as to potential boost issues.
