Battery Warning Indicator Light (in dash)

I know this light is supposed to illuminate when the ignition is first put in the 'on' poisition (key all the way to the right) but i'm having trouble having mine turn on. At times i can remove the speaker grille, reach in and wiggle it to go on, but it doesn't last long. Sometimes the light won't illuminate when i first get in the car, but then after driving the car a bit and returning from a store it will then illuminate as i start the car (sometimes it' won't illuminate but then 'flash' on as soon as the car starts).
As i know this is a critical part of the charging system, here are some questions:
-possible to diagnose if it's the bulb holder or the circuitry
-the wattage of this bulb is different than the rest (what is the wattage)
-can i pull this bulb out of its holder and put it in the holder of a different dash light (say use the holder from the hi-beams which i don't care as much about)
-what is the blank warning light to the left of the battery warning (and to the right of the orange CHECK ENGINE light). Can i use this bulb's holder if it's otherwise not needed
