I agree, a nice rotor with plenty of meat on it from a junkyard is nearly as good as a new one. However, many cars that end up in junkyards have, been, well, junked. You want to find a car with recent rotors - either something pretty new and crashed, or something old where they just put new rotors on, then either junked or crashed it.
Rotors are wear items. I wouldn't buy rotors at the wear limit, as they will continue to wear. Also, the thinner the rotor, the more likely it is to warp, and few of us measure runout on a junkyard rotor.
You can pick up new rotors for $40 each. For the hassle of finding a set of meaty rotors on a junker, I'd just buy new. But that's me.
