Yes, the ports are there on the N/A engine; there there is a bolt in the feed outlet below the intake manifold, and there is a freeze-plug in the return port below the exhaust manifold.
I would highly recommend the second option, which would also be the easier option: Adding the turbo, exhaust and intercooler to your existing '90 engine. You will be impressed with the performance of your higher compression motor with even 5-6 psi of boost, and you can always add water injection later to achieve higher boost levels safely.
Your '90 is a much better car than the '85 in many ways, including the transmission and brakes. You can even swap the '85 bumpers and headlights if you want it to look older.
