Make sure fluid is up to max line and clean all the electircal plugs with contact cleaner or wd40.
As B suggests, make sure both brake fluid and ABS lights are on when you turn the ignition key to run(not start).
If only one bulb, suspect burned out bulb. If you leave the key there for 15-60 seconds, you should hear the ABS pump running until both lights go out.
If the pump doesn't shut off when lights go out, suspect a stuck pump relay(over near P/S reservoir). The pump will eventually over heat and shut itself off.
Now pump the brake fast. The ABS and/or fluid lights should not go on until ten or more pumps if the reservoir is "like new." If the lights go on after only one or two pumps, the reservoir is bad. Five to seven pumps=half bad. If your battery is a bit low, you can do this test with the engine running.
