The pedal switches are basically just plugs for the ends of vacuum line. There is a little plunger that stops the air from going through when the switch is closed. Over time the rubber where the plunger hits just wears out and you get a slow leak. This causes the regulator to lose its holding/accelerating ability.
I would first make sure that the pedal switches are adjusted properly, meaning that the plunger is actually getting pushed in as far as it should be. The Bentley manual says that you should be able to see 1mm of the plunger shaft when the switch is closed.
If they are then I would pull them off and inspect them, one or both of them is probably going bad. I would replace them both.
