You might fix the lag problem with a fluid flush. Pumps usually last, it's the racks and ujoints that go. Make sure your belt is properly tightened.
First spray the area with brake cleaner spray to get a better idea about the leak location.
If you see dripping on the fender well, you probably have a leak at the hose fitting to the reservoir. Tighten the clamps. If still leaking, you might have a cracked nipple on the reservoir. The get brittle crack. The only solution is a new reservoir, since attempts to glue will fail...BTDT.
If the leak is only from the bottom of the big hose beneath the pump, suspect that your hose has gotten hard over time and leak at the hose clamp. You can try a double hose clamp set up for a tighter fit, but a new hose is better, since eventually even two hose clamps won't stop the drip.
If you have a leak at the spindle on the rack itself, a rebuilt rack is the answer.
Once you've fixed the leak,, flush the system with a gallon or so of fluid. Connect a drain tube to the return line going to the reservoir(upper hose) and stick the open end into a bucket to catch the fluid. To join the hoses, I use a 1/4" plumbing nipple that fits inside the hose.
Then, have a helper run the engine briefly while you pour fluid into the reservior. You won't be able to keep up with the pump so have the helper stop the engine when the reservoir runs dry.
The system is flushed when fluid going to the bucket is clear. Your steering should smooth out.
If it's still stiff and lumpy, try heating the ujoint at the firewall with a hairdryer(if fact, you might do this before the system flush). Working in the cabin, pull the boot off the firewall to expose the ujoint. Give it a shot with the hair dryer, while a helper turns the wheel. This will melt the hardened grease in the bearings.
