Any bolt that goes thru a bushing should be tightened under load. This locks the inner bushing sleeve at the normal ride height. The back upper driver's side one is the pain. Fold over the locking washers when done. Don't over torque these as they only have half the normal threads. The aluminum bushing bracket bolts can be tightened at any time. I wouldn't Locktite the upper ones as someone suggested as these are used for wheel alignment. I've never had them come loose. Actually put some waterproof grease on the threads as they rust up with time.
As for the spring saddle bolt, you could place a jack stand under the wheel hub or across two wheel hub studs. Be careful. Or use a wheel without a tire on it.
