You might want to put a volt meter in "continuity" mode between the positive posts of both of those devices with the ignition off (cigarette lighter and defrost switch pins) and see if the meter beeps. If not then jiggle the wires and see if it beeps. If you get continuity then there is your problem.
You might also put the meter in amperage (current) sense mode and see if there is a load on the fuse while the defroster switch is off. If there is then something has shorted out on that circuit.
It's basically like playing detective. Hope this helps you get started.
