The original equipment setup uses Bosch Pilot fogs 90% of the time. Sounds like someone did too many curb shots and took the lights off. Lucky you, you've still got the brackets! Hella just happens to make the relay. Replacement lamps and lenses will set you back a bit, but they are commonly available from site sponsors and others.
I got lucky- my new baby ('92 S convertible) has them, and the previous owner left the covers on most of the time, so they're not even sandpapered that much.
For my car I fashioned some brackets out of metal and put 'em on there. Not even Bosch, but the idea's the same.
Please, please, please, don't forget to aim the lamps after you get them working. Note how high off the ground they are, and the beam should shine 2-3 inches lower than that height if you park 25-30 feet from a shiny wall. Fogs are for short-distance, foul-weather visibility.
