When one of them sheared off when my '88 900S was being aligned, I approached it from the back. Look up into the shock tower recess behind the wheel, and you'll see the other ends of the bolts where they penetrate through the tower.
I approached it pretty crudely and drilled the puppy out from the back. You may want to try a more refined approach: soak it with PB Blaster for a few evenings and try to grab the end of the bolt with vicegrips and turn it out from the back.
